The Second Circuit addressed the statute of limitations for ยง 1983 excessive force claims brought as a class action, holding that the plaintiffs' claims were time-barred where they failed to file within the applicable limitations period. The court also examined Monell municipal liability and the standards for bringing class-wide excessive force claims against a police department.
